The Doctor says there are proven facts.  Anything else is not a proven fact.  Now some will argue that some broadly defined but proven theory can have small ambiguities or unfinished refinements in minor details, therefore anything they can dream up is just as credible as any fact.

However, the Doctor knows that fine hair splitting details should not be the enemy of the truth.

Moreover, the Doctor has been with those have been right for about 45 years.  On every major contentious issue, from the war in Vietnam, to the greedy push from the money changers to get their grubby hands on the Social Security money.
